Outgoing Minister of Economic Affairs Adriaansens has emphasized that the transition from SIDN to Amazon is still under consideration and is not yet a finalized decision. The minister has expressed concerns regarding the move and is eager to explore the possibility of a Dutch or European alternative.

The response to a letter to Parliament, available at this link, reveals that the Ministry of Economy was not formally informed or consulted regarding the decision made by the Netherlands Internet Domain Registration Foundation to shift its infrastructure to Amazon Web Services. Adriaansens reportedly held discussions with SIDN directors to address her apprehensions. Following the discussions, the minister acknowledged that the move is still in progress, with SIDN aiming to enable the transition to Amazon Web Services by 2025. However, SIDN has assured that no irreversible steps will be taken until then.

In her communication with SIDN, Minister Adriaansens highlighted various laws, regulations, and agreements that must be considered. This includes the Network and Information Systems Security Act, the General Data Protection Regulation, and a specific agreement regarding the continuity of services, the connection with the Netherlands, and the engagement of SIDN's stakeholders, including the government.

Furthermore, in accordance with the Network Security Act, the National Digital Infrastructure Inspectorate will conduct a Digital Transfer Impact Assessment to identify potential risks and mitigation strategies concerning privacy. The actual transition can only proceed after the assessment is completed, and SIDN has fulfilled its obligations as required by the government. Additionally, the minister has requested a 'quick scan' to explore the feasibility of alternative Dutch or European options that align with SIDN's criteria.

The announcement made by the Netherlands Internet Domain Registration Foundation in early 2024 regarding its intention to migrate its infrastructure to Amazon Web Services was primarily driven by financial considerations. The escalating costs related to energy consumption, hardware upgrades, and infrastructure management have prompted the organization to consider this shift.
